You really can't get a correct answer for your question (was it you who kissed someone other than your boyfriend or do you mean in general?) because you gave zero details.
I think if you're bust your *** drunk it can happen, but if you're just a little tipsy of course it's not normal. And that being mildly drunk does not exonerate you/anyone.
