If it's a) you wouldn't know until you talk to him. If you really want to know. If b) the same thing applies, sometimes it's alright to make the first move. If he doesn't feel the same way then do not feel like he's a big loss. There are others out there who are better suited to be in a relationship with you. If he responds well such as ask you to go out sometime or not just brush you off then take that as a good sign. One passionate kiss does not indicate requited love. Give him some time, say hi and ask how he is, if he doesn't bring up anything good ask whether there is something there. If not, don't bother with someone who doesn't feel the same way.
