At the bar, always. Saying goodbye to someone you love, yes. In an open space, depends how far you are from whoever might see what exactly it is you are doing. Public transit, only after dark and when seated where others aren't naturally looking in your direction. Never with kids around and never where someone might turn a corner and run into you.
NO. It is not okay to make out in public. A quick, modest peck on the lips or cheek at the airport or train station is acceptable, that's about it.

Kiss in public, heck I"m beginning to think it's normal to give a bj in public. I've seen it on a plane, in an airport, on a beach (not nude), in a car on the expressway, in a movie theater, and the best on the front patio 15 feet from the road while the other person was watching TV. So kissing I'd say go for it...
