Is it normal to keep rotting food in your fridge?

My roommate keeps rotting food in his section of the fridge. I asked if I could throw some things out and he got upset about it and threatened to throw my stuff out. Also from the few times I saw his room (when he happened to walk out while I was in the hallway), it looks like he has a pretty bad hoarding situation happening. But I don't care so much about that as long as it doesn't spill out into the hallway.

Is It Normal?

    He sounds like he has issues.

    But it's normal.
    In the sense that we humans forget about the milk going bad, or the eggs need throwing out.
    Somethings get pushed in the back of the fridge and forgotten until you start smelling something bad.
