Obnoxiousness is a negative trait, so yeah that's normal to dislike.
Popularity however is a bit more broad. Usually people are popular for a reason, i.e. they appeal to a notably large proportion of the general public. Resenting someone because everybody else likes them is superficial and that kind of prejudice is unfair.
I would say, in all likelihood, the girls you're describing are no more popular than a lot of the 'ordinary' or even shy girls, but are more noticeable and outspoken, creating the impression that they command greater respect; they might get more attention, but that doesn't necessarily equal greater affection.
