At first I would say it wasnt normal to avoid your friend for the reason you gave. It is polite to aknowledge someone birthday even if you cannot give a gift.
However it is reasonable to avoid them if they keep making sexual advances after you tell them no. Its normal to not want to be around someone who makes unwanted sexual suggestions.
