Since we can't see the dots, it's all speculation on our part.
My guess would be either:
- Pearly Penile Papules: tiny harmless spots running around the bottom of the penis head. They look like this...

or
- Fordyce's spots (if it's on the skin covering the penis, rather than the head of the penis) which are a common and natural result of sebaceous glands on the penis.
