dude your logic is so flawed. First of all when dumping his body into the ocean he would more than likely be spotted for a number of reasons. second of all he's probably not the only one who knows about the money so if he moves all of a sudden the he will become a prime suspect. the smartest thing to do would be to blackmail someone else and not to make a movce until they've been convicted, but he'd still have to be on the look out for unconvinced detectives.
