I am an 18 year old female weighing 164 pounds at 5"8. I am not overweight yet. Am I? My stomach has most of the weight.

You are so thin I can't even see you in that pic, but by the numbers you are a bit over weight. You shouldn't be over 142 for that height, if you have the proper BMI.
