Is it normal to have small collections of smegma on your penis?

This is kind of hard for me to describe but I'll try. First off let me say that I'm circumcised. I think however that the surgeon perhaps didn't do the best job because I have maybe 6 tiny areas that must be like scar tissue that collects smegma. These scars are only connected on 2 sides so its like a flap of skin that fills with smegma that I can stick a pin through to clean them out. The pin passes freely through this scar tube or whaetever you want to call it with no pain. I'm sorry already for how gross this is but this is something I've always wondered about and if I'm not alone. I can clean all 6 of these out and they will stay clean for a few months, then they will fill back up. I've had the thought to just take nail clippers and cut these off but these things are incredibly sensitive. Anyone else have these or know what I'm talking about? I for one don't believe this is normal.
