This is actually an interesting question I have not seen on before. Yes its normal to be small despite being 19 and despite you being 19 they might still grow later. However if for some reason this is as big as they get there is a possibility of you growing a bigger pair if you have children.
I have heard of women who said they were flat till they had children and suddenly grew a pair. However it does not matter how big your boobs are. Love yourself for who you are, and make sure people love you for who you are. If a man/woman turns you down simply because you have small breasts well they have lost out. So no matter how big you are know there is always something special in everyone and be proud of what makes you special no matter what.
