I am in my late 30's and a recent widower. Ever since my wife's death there has been increasing sexual tension between me and her mother.

Hmm I'd be tempted to go with not normal on this one but its one of those things that's impossible to know, because its exclusive to two people who are not going to talk about it openly to others. It's a subtle thing sexual tension and others don't always pick up on it.
Are you sure it's sexual tension? There's like two posts a week about "me and my wife's mother totally want to bang, how do I have sex with her/should we do it/is it normal?" and honestly I think too many guys are reading in to girls behaviors because THEY want sex to happen.
