If you have a family with lax parental supervision and a couple of hormonal, curious teens, I'm sure sexual stuff happens far more often than most people would like to admit.
Leaving aside the legal aspects, I think the most important question is whether the sex was truly consensual. Teen boys can be very persistent and short-term gratification can be much more important to them than long-term consequences.
The ages - and the relative ages - are also important. Two adult siblings having sex is one thing. A seventeen year-old boy pressuring his ten year-old sister into having sex is something very different.
