For many people just the act of kissing, not to mention passionate, deep kissing is far more personal than they want at that point in their life. To not kiss says that 2 people can be friends with benefits but no kissing benefits. Many people like to give oral, but they may not get to the point of no return, they may spit it out! Again that seems to imply serious personal relationship.
