Have you changed soap, detergent, or washing machines lately?
It may not be a case of "wash more" but rather... perhaps your skin is reacting to contact with a new chemical or soap, or perhaps stronger contact with something. (such as a new washing machine that isn't rinsing all the soap out, thus leaving some detergent behind in your clothes, especially your undershorts)
I would suggest trying to use more delicate soaps & detergents for a little while to see if that gives your skin some relief (perhaps woolite for your underwear for example).
And don't use wash cloths or loofas on your privates, not until this clears up. They may be too abrasive for intimate contact - at least while you're having the itching issue - and they may make it worse.
If it doesn't clear up, consider going to the doctor.
