I don't understand your question. You say you've 'tried', which I read as meaning that you've stimulated your genitals. If that's so, then you have masturbated.
Do you actually mean that you've never been able to give yourself an orgasm?
If you're a guy and sexually mature, that would be pretty unusual. My guess would be that you're either doing it in a way that doesn't provide the stimulation you need for long enough, you're on some sort of medication that affects your sexual response, or there's some sort of psychological block that prevents you from allowing an orgasm to happen.
If you're a woman, then you're not unusual at all. Many women have huge problems figuring out how to give themselves an orgasm, and researchers believe that as many as 15% of women have never had an orgasm in their whole lives. There are many medications which make it more difficult or impossible to have an orgasm; antidepresants are notorious for this. If you're not taking any prescription meds, then it's most likely the problem is one of technique and/or mindset.
