That's most likely sex reassignment surgery, and it's so trans* people will feel less at odds with their bodies. If it is gender reassignment surgery, then gender might be a reference to it being the final step to their true gender.
Just fucking shoot me, all this damn double speak is nuts. Its no wonder kids don't know if they are a boy or a girl. Glad I just finished high school and won't have to dealnwith this crap any more.
