Adventists have a tradition of camp-meetings. Don't know what they're like these days, but in the 1970s, they involved families staying in a couple hundred canvas tents in a field, with a lot of sermons and Bible study groups from morning to night. The adults had their own activities, while different age groups of kids had theirs. It wasn't so strict that attendance was taken, so it was very easy for teens to tell their parents they were going to something, then sneak off the campground and get up to all sorts of things.
It was at a camp-meeting that I first smoked pot, first drank alcohol, and first slept with a naked girl. She was pretty drunk, and even as a very horny 15 year-old, I knew it would be wrong to do anything more than have a good feel, so I didn't lose my virginity at camp-meeting. I knew guys who did, though.
I think what you describe happening is not that uncommon. Take parents who are so hung-up on the evils of sex that they refuse to have honest conversations with their kids about it, and combine with teens who have the normal amount of curiosity and hormonal urges. The result is almost certain: sexual stuff happening whenever the teens aren't being watched.
