    depends on what aspect you're asking about.

    Cousins? *shrug* it's legal in plenty of states in the US, and most other countries.

    13 and 14 however... that's where I think it's not normal. There's nothing wrong in waiting until you're of age. And at that age if anything comes of your union, someone else is going to be paying the bills for it.
