Is it normal to have extra skin between my urethra and vaginal opening

So as long as I have remembered, I've had a lump of very textured skin between my urethra and vaginal opening. This lump seems to be an extension of the same texture that is inside the first inch or so of my vagina on the front wall (the part closest to my navel) . It doesn't hurt nor does it have much sensitivity at all, I've just never seen anything like it before.

The lump is very spongy and connects from the bottom of my urethral opening to inside my vagina. The texture is a bunch of tiny folds and it actually looks a lot like the flower in the picture (I don't thin the picture is working so try
