No that is not normal and it makes you an idiot. Either you have had a traumatic experience (Rape, abuse etc) or you have never really gotten any, and don't think you ever will.
If you have been abused there are plenty of ways to move past it. There is counseling, Group therapy sessions, anti anxiety drugs, and of course your friends and family
If this is just because you can't get any, don't just give up, that is just sad.
You are FAR to young to be making decisions like this. In my country you are only just considered an adult, and also, should only have been having sex for 2 years (No I'm not from a third world country either)
You still have YEARS and Years, Literally decades, to go out and meet people and be having sexual encounters.
I assure you if you make this decision, you WILL be destined to die alone, because you made an idiotic decision.
