wearing a bra that doesn't breathe is another factor. see if you can find a cotton one you like. it's pretty normal though. try using a washcloth when showering to gently exfoliate the area a bit (don't use anything harsher than a washcloth though - that can irritate the delicate skin and actually cause real acne or rashes.)
i also found that using harsh cleansers actually makes me break out more (both blackheads and regular acne). believe it or not, dove unscented body wash is actually the best thing for keeping me from breaking out terribly.
if you're a teen or have oily skin though, you may need something a little less hydrating - clearasil makes a good everyday face wash that isn't too terribly drying. (Clearasil Daily Clear Oil-Free Daily Face Wash). it has an added moisturizer, but it isn't nearly as hydrating as the dove bodywash. i've used that on my back and chest before with good results (in the summertime, when my skin gets kind of oily).
