Ummm.... I say it's how you hit your child with the belt that determains weither or not it's abuse.
On the butt is ok.
But... If you just stand over your child and swing randomly, it is abuse.
Spanking your child is ok.
If you sit on your child and hit her/him in the face, that's abuse.
Lol. That is what i believe.
