i believe you and i think it is a huge problem for evryone involved. she definitely needs professional help, this gets said alot, but in this case it is a necessity.
tell your parents she needs help, be upfront about it and put it back on them. say it as much as you can so noone is in any doubt about your views.
the next time there is drama in the house tell them again that she needs professional intervention and then your parents will start feeling guilty for not doing anything, tell visiting relatives too. all the best
