this is normal. i've never heard of it but there's lots of different types of fetishes and attraction is fluid so it would make sense to be attracted to necks the same way some people are attracted to boobs and butts and stuff. and there will definitely be people who will allow you to exercise your neck fetish and be into it you just have to find them
