I have the same exact problem, so it must be normal. Going a bit more graphic than you, and thinking you probably have the same issue, I can't get an erection without some type of direct stimulation.
One thing that may be different between you and I, though, is that I take some antipsychotic medications which are known to lower one's sex drive.
It is kind of nice to be this way in a sense, because we don't have our genitals dictating our action and driving us crazy when we aren't getting enough sex.
