Leaving normal out of the argument, many brothers/sisters "experiment" a little with each other when they are younger, some have a "Friends with Benefits" relationship when they are adults, and very very few have a loving "married like" relationship. It happens, there have actually been legitimate reported cases on the news, and given the stigma and illegality, there are probably hundreds and hundreds of non-reported cases.
Personally, so long as they were not having kids (because there is a heightened chance of genetic defects, but even this is not guaranteed) my view is as adults they can do whatever they like.
