I'm guessing she's good-looking because you have such strong attachment to her even though you've never really spoken. It's normal to have feelings like that after all this time, because they're based on looks.
It also sounds like you never got around to giving her an actual compliment in 2009 or this latest time. You remember her because she's hot. If you're going to say anything, say that. "I remember you from years ago" sounds creepy. "Everyone remembers the hot girl" is still a little creepy, but flattering.
