Completely understandable. I think I feel the same way about a girl in my year at school. Admittedly my situation is completely different to yours, but I can relate to the feelings.
You are going to have do something about this girl. She is spoilt and has lazy parents.
I reckon some of the following could work:
1. Set up a 'honey trap' i.e. leave something out to steal deliberately and see if she takes it. If she takes it, confront her and ask her why.
2. Threaten to phone the police if she steals again (and actually do it)
3. Ask her why she steals.
She sounds like she might need help of some kind too.
