"Children" should not have jobs, that is why there are laws which hopefully prevent child-labour.
However, many teenagers want to be adults and have adult responsibilities, so why not allow them to do the most basic adult thing and get a job. It is amazingly empowering for a teen to have a job and their own money which did not come from an allowance their parents doled out to them.
Of course, the availability of simple jobs is limited in some areas of the world. In the Commonwealth countries it is quite normal for teenagers to seek employment. I'm not sure what it is like in Slovakia, your economy is probably quite different and that would have a huge impact on the culture regarding jobs for youth.
