I don't think you are over reacting, there is a main road where I live that this happens all the time. It is one lane both ways because it is under construction, and its a very busy street. I was behind someone turning left for over 10 minutes, until they finally gave up and went to the intersection. There was a line of cars as far back as i could see just because this one person wouldn't go up to the intersection to turn left.
This normally doesn't bother me, but in some situations it can be really annoying.
