"Best" is objective. There is no "universal" best anything, because tastes in anything is so varied.
Also, the songs you named are all popular songs, and popular often doesn't mean best. To use a movie analogy, Bollywood movies recieve more viewers than Hollywood movies, but nobody even considers them when talking about the best ever movies. So even things that are universally popular in some cultures, such as the songs you mentioned, will be unheard of in most parts of the world. Therefore, there can never be a "world's best" anything.
