Hey, if he found a way to cheat the system more power to him to enjoy his guilt, but I'm sure it'll come and bite him in the ass eventually. Some people are heartless and at his age, it's probably a little too late to beat some sense into him but it wouldn't hurt to try. What I don't understand is why he flaunts the fact that he sells pills and whatnot. He seems fearless and confident that he won't get caught.
Maybe call the cops and report him. If not then just let it be. Someone like him will tell the wrong person one day and he'll get busted.
