Frustrated, fed up, pity the parents? Yes, perfectly normal.
Realize that this is your neighbors problem. If the two of them do not have the courage to address his issues and have him go to therapy, then its their own fault that he is the way he is. Just avoid the situation.
Maybe your neighbor needs a nudge.
Next time she invites you over, tell her you are uncomfortable of her unruly child and would prefer to have her over to your home (minus the kid of course).
