OMG, my friend had an issue like this that happened whenever she'd dab with toilet paper that she would first wet with water. She thought it was better to wipe with water than just dry toilet paper, and then afterward she would dab with dry toilet paper. She was so clean about everything, and wanted to wash herself every time she used the bathroom, but she didn't realize that by wetting the toilet paper and dabbing inside the vagina, flat pieces of the toilet paper would break off and stick to the inside of her vagina. Then she was getting an itchy irritation and she looked at her vagina with what she called her "vagina mirror" and saw this plaster-like toilet paper going to the sides of her vagina. Like you, it wouldn't just go away with washing in the shower, she had to pick it off. She said it was like plastered to the inside of her vagina. She had to use her fingers, and a plastic pipette to peel it off. She never wiped with a wet tissue ever again.
In short, yes, this is normal, but you really have to check your vagina fully to make sure you get rid of the flat paper specs because they can go to the sides where you can't see between the inside of the opening and the labia minora, and it becomes really hard to get it out from there.
