No way. I've had many pedicures; I get at least two a summer. I have never been cut. You are allowed to tell them they are hurting you and if they aren't easing up, find a different spa.
I was upset that the girl didn't utter a single word to me while doing the pedicure, then when she cut me I said to her, "You just cut me." She didn't say sorry or anything at all, but after about 2 more minutes passed she started making small talk. A minute or two later, she was getting a little rough again and I told her it was getting painful. Again, she didn't acknowledge my comment at all and started the small talk again. It was upsetting to say the least.
