Hate to break it to you, but it seems that there are different genes for penis size and over overall height. I wish it were otherwise, since I'm 6'4" (193cm). The length and circumference of my penis is above what's supposedly average, but not excessively so.
Okay, so your Russian dude is substantially taller than average, but I think you could be in for a disappointment once you see what he's packing.
From what you say, he really doesn't seem very interested, and it sounds like he's not very confident about his English. He may also be unsure about the signals you're giving him. If he's aware that he doesn't really understanding the local culture, he may be very hesitant to acknowledge your interest because he's afraid of looking like an idiot or getting arrested. Maybe you could decide you want to learn Russian?
