Is it normal to feel watched by those who are deceased?

When I was about 14, my father had paid a man to work for him and he lived in our basement (creepy I know) the whole time I felt in easy, just the way he would look at me.. like stare at me.. everyone noticed except my parents. Then he started sending me messaging trying to give me weed.. I took it because he put it in the bathroom for me to grab after he went in to put it in a drawer. Eventually, I started getting messages asking if I wanted to see pics of his dick and him asking if I wanted to come down there and "smoke up" with him. After this was going on for awhile, I guess I was scared to say anything to my parents because of all the times he told me not to say a word to anyone. He said "it's our secret" then eventually I couldn't sleep because I knew he was in my house and I was afraid to be watched while I was asleep or touched.. (he's like 55 ish??) I guess I was just tripping out. So I kept telling my parents I felt uncomfortable with him around for months.. they didn't do anything about it because he was my fathers only worker at the time. Until one day I was in my room and I heard my dad yell so loud from the bathroom and ran downstairs and started screaming outside. I was terrified what was happening.. after awhile I went down and forced my mom to tell me what had happened because they weren't going to tell me. This guy had put video cameras in my bathroom in his little shaving kit thing, and my dad found it after his shower. Now this guy Jamie has now died from cancer, but I still feel watched. I still feel afraid to fall asleep because I see him sometimes. I've had multiple dreams where he's breaking into my house and what not. Is it normal to fear the dead?
