Is it normal to feel the urge to want to flash people?

Hi I'm a male im in my early 20s, recently I've had the urge to go out and flash people well mainly women. I've never acted out on it as it's pretty odd. But I don't know why I have the urge to do it, does anyone know anything about it, is it a sexual thing or what is it? Lol it sure as hell doesn't seem normal to me hows it seem to you guys?
