Even if she's in a bathing suit or not, making a comment about her breasts is going to be awkward for her regardless. Just because she had a picture posted of her on a boat in a bathing suit means she's necessarily begging for sexual attention. I agree that, yeah, a lot of women that do that can be begging for attention in general, but telling a girl flat out that she has nice breasts if you're not dating her is just... no.
