It seems like she might not have known or ignored that they were looking at that, and was offended when you or anyone else brought it up. It's not fun to get comments like that, especially not if they are unexpected. Telling her that you were joking isn't an excuse, you should give her a sincere apology.
As for women being too easily offended? They have their right to be offended.
Well, if they want to have the right to act irrational, it's their choice. But then they shouldn't demand respect from men and should just accept the fact that they're gonna get rude remarks thrown at them.
Are you saying that mens behaviour should be excused when they are rude just because she is dressed in a certain way? They should realize that she is not dressing in anyway for them, but for herself. If men really feel so obligated to be rude, then maybe they should try to change that.
