  • To answer your question, who decides 'what is sensible', is the majority of responsible and eligible persons in any given region, in a true democracy.

    As for a definition of 'sensible', this should be made 'legal', through legislation, but I tend to favour a definition close to definition 4 : having, containing, or indicative of good sense or reason : rational, reasonable <sensible people> <made a sensible answer>, with the synonyms, material, perceptible, aware, wise, as defined in the Merriam-Webster dictionary, and used in conjunction with known and proven facts of the Physical Universe.

    • In this way, abstract concepts would still be allowable, as long as they conform to the known principles of Physics.

      Things that we do not yet know of, would then be 'conjectural'. Anything under 'conjecture', would be deemed to be either 'sensible' or 'not sensible', but each would be tested, and if proven to be not Physically possible, those would become 'nonsensical'.
