That said, I do understand where you are coming from with the second part of your post but that does also open up another question. What is sensible behavior? Who or what entity defines what is considered sensible and what is not? The overly religious believe that sex outside of marriage is not sensible yet many have no issues with it. A number of people believe that same sex marriage is not sensible even though it harms no one. What is sensible to one is not to others and leave so much up to interpretation. Much of it based upon religious beliefs let me mind you.
"Sensible" is an even more abstract concept than "normal" or even the term I used "common sense" and, while I do understand what you are saying here a number of other people could take that word and apply various definitions to it, many of which would conflict with one another. Sensible tends to be more tied to tradition, belief and opinion so you may wish to be a little clearer in your use of the word.
Though I must say thank you for such a well typed out response even though it was brief, even if we do not agree completely.
To answer your question, who decides 'what is sensible', is the majority of responsible and eligible persons in any given region, in a true democracy.
As for a definition of 'sensible', this should be made 'legal', through legislation, but I tend to favour a definition close to definition 4 : having, containing, or indicative of good sense or reason : rational, reasonable <sensible people> <made a sensible answer>, with the synonyms, material, perceptible, aware, wise, as defined in the Merriam-Webster dictionary, and used in conjunction with known and proven facts of the Physical Universe.
In this way, abstract concepts would still be allowable, as long as they conform to the known principles of Physics.
Things that we do not yet know of, would then be 'conjectural'. Anything under 'conjecture', would be deemed to be either 'sensible' or 'not sensible', but each would be tested, and if proven to be not Physically possible, those would become 'nonsensical'.
