Is it normal to feel a tingle in your hands that feels like a circle

Ok so when I was 13 I became fond of controlling the 4 elements.. And now when I have urges to play with the wind my hand gets all tingly also I think I can control where the tingle goes.. From fingertips to wrist.. Anyone got any ideas? Or am I just mad?
