The problem is, she always refuses to be around my cat. She either exits the room when he is around or askes me to move him. Plus my cat never scratches people, he loves being around others. She is not a child. (I can't say the exact age) She says its been there since she was very little. I think nobody can help her, she refuses to interact with animals.
Is it normal to fear most harmless animals?

Unless she is willing to do something about it, others can't help her. So I guess i'ts best to let her be and accept her as she is.
