You can find some groups/clubs for your interests where you can meet like-minded people, or attend other types of social gatherings so that you can surround yourself with more people.
You can also develop your personality more. What makes it bland? You don't have to be a super exciting person in order to be likeable. Ask people about themselves, they love that. If you don't have many interests, try new things and see if any of them suit you.
You can improve upon your looks to the best of your ability by maintaining good hygiene, wearing clothes and a hairstyle that flatter you, and getting/staying physically fit.
