    You should try to approach her and get to know her better. There is nothing illegal about talking to children.

      Illegal or not:
      Talking to kid because he/she is cute (in the innocent sense)/you want to help them etc. is ok.
      Talking to kid because he/she makes you hard is creepy as shit.
