I think this is quite normal...especially for young guys with sexual curiosities...The first time that I can remember seeing a girl's panties was when I was a freshman in high school (I'm 54 now)...and she was cute...I saw the tops of hers when she was bending over...I don't necessarily think that girls who intentionally flash guys their panties as normal (and these days...it can even be dangerous as far as the fact they may not know the mind of the guy involved)...
