Although you think you have never seen him you can't "create" people in your dreams if that makes sense? You may have literally just walked past him in the street and not remembered him.
It's completely normal though, your mind takes you to strange places in your sleep (my favourite time of day to be honest!)
Yeah, you can, One of my dreams involved a psycotic Brunette named Katie. She kidnapped people and Cartoon characters, and brought them to this wierd building. Then she threw dodgeballs at me when I let everyone free.
