If this is real, I see a sociopath. Serial killers usually start out by torturing and killing animals before moving on to humans. There's no cure for this kind of thing. The problem is that such people don't believe there's anything wrong with their actions, and since they have no capacity for empathy, and in fact usually get off on doing these things, there's little point telling a sociopath to restrain themselves.
This is one of those rare occasions where I wouldn't care if such a person killed him/herself, for the sake of every sentient being within their reach (if they are, in fact, a sociopath).
